Second, problem occurs when assigning weight to evaluation index. When assigning weight to evaluation index within basic DEA model, people tend to choose the weight that is most favourable to them without taking different index of different importance into account, which will produce result that contradicts with the fact. Therefore, when assigning weight to evaluation index, people ought to consider the importance of each index. Previously, people applied two improved methods to solve the problem. Nowadays, ecological environment has attracted more and more attention from the public, and China is increasing its financial investment in forestry, a crucial and basic industry in China that absorbs growing investments guided by the government. Therefore, the efficiency of forestry construction project has become a focus of research. The study on efficiency evaluation of forestry construction project started early abroad [1-3], and China did not begin until 2000. For example, Li Gucheng measured and calculated the total factor productivity of China’s agriculture by establishing DEA window with Malmquist index [4], Lai Zuoqing et al analyzed the input and output efficiency of forestry in Guangdong [5], Li Chunhua et al comparatively analyzed the input and output efficiency of forestry in China’s 31 provinces [6], Li Wei et al studied the industry efficiency of forestry in various areas in China from 2008 to 2010 [7]. Generally, the achievement of research and the research methods are relatively limited at present, and the DEA approach is dominant. However, the heavy dependence on DEA approach in evaluating the efficiency of forestry construction project can easily lead to the situation in which multiple decision-making units are effective and thus it will be impossible to sort them. There are two reasons for such phenomenon.
