ABSTRACT
In this paper, a holistic framework for safety performance evaluation is proposed. The purpose of this framework is twofold: first, to organise and communicate existing knowledge on safety performance evaluation, and second to serve as a theoretical basis for the development of a holistic safety performance evaluation methodology.
