ABSTRACT
The relationship between education and nation building cannot be denied. Education is seen as a key factor to the development of human capital that enhance the performance and economic growth as well as individual self-improvement in terms of knowledge, skills and quality of life (Maszuria, 2008). Thus, for setting up a mission or policies of nation, the education sector has always received high attention. Therefore, the government has always provide a great amount of financial allocation to the education sector compared to other sectors.
