ABSTRACT: In order to achieve the reduction in water pollutant in the city of Shenzhen, here in this paper the Water Pollution Emission Allowance Control Scheme (WP EACS) is proposed. It works on the “emission cap control and balance” principle that it divides allowances into such four categories as tradable allowance of major industrial sources, confined allowance of minor industrial sources, confined allowance of publicly owned wastewater treatment works and reserved allowance of government, and keeps them break-even and cyclical balanced. Besides, the scheme constitutes three main parts: emission allowance initial allocation, emission allowance overall balance and emission allowance flow management. It has a profound influence on quantitative and dynamic management in water pollutant control.
