ABSTRACT

This chapter shows how the benefits of Civil Infrastructure interventions can be assessed using a number of measures of effectiveness (MOE) that reflect sustained enhancement of the infrastructure's physical condition, longevity, or safety. It presents a number of constructs that can be used by owners of aging infrastructure to assess the benefits of infrastructure interventions in terms of various performance indicators. Long-term effectiveness analysis is particularly critical in the development of long-term programming. Due to the inherent uncertainties in long-term forecasting of infrastructure condition, upon which the cost of maintenance and rehabilitation (M&R) necessarily depends, a measure of reductions in these M&R costs subsequent to an intervention lends itself to stochastic methods for estimating said cost values. The use of long-term MOEs can help infrastructure managers to effectively monitor infrastructure performance, identify and undertake requisite remedial interventions, and plan for future investments.
