ABSTRACT

In 2008, China promulgated the new “Urban and Rural Planning Act” as the highest legal document in the field of urban and rural planning and management, made a clear focus on the new era of China’s urban and rural planning, strengthening the important public policy functions of urban and rural planning in guiding and regulating the development of urban and rural construction. The “Urban and Rural Planning Act” clearly put forward that the formulation authorities of provincial urban system planning, urban master planning and town master planning should organize relevant departments and experts to regularly evaluate the implementation of the plan and solicit the public opinion through hearings, discussion meetings or other means. The Commentary of the People’s Republic of China on urban and rural planning et al (2008) argued that the formulation authorities should submit assessment reports and attach the case to seek opinions of the standing committees of the people’s congresses at the same level, town people’s congress and original examining and approving authorities[1], giving a great importance to the assessment of urban and rural planning implementation, forming a complete system of urban and rural planning based on the “preparation – approval – implementation – evaluation – revision” process, and providing a valid path to make urban and rural planning rational, scientific and sustainable.
