Lack of data is a common challenge also for smaller risk assessments, meaning that expert knowledge remains an essential input, but inevitably, without use of the same rigorous framework for identification and training of experts, elicitation of numbers and post-processing that is common in comprehensive Quantitative/Probabilistic Risk Assessments (QRAs/PRAs).
