1 INTRODUCTION

Black coal, as an irreplaceable energy in the process of China’s economic and social development, plays a dominant role in primary energy consumption (remained at around 70% in recent years). The coal-dominated structure will always to be unchanged in the next 50 years (Cui 2008). Recently, with the westward movement of China’s energy strategy, the center of the national development of mining industry and coal resource exploitations has gradually shifted from the east to the west, in particular the coal mining company.
