ABSTRACT

Cross-asset management for road infrastructure is extremely important considering the integration of various aspects of road infrastructure management and maintenance in recent times. With limited availability of funds, practical and implementable solutions for prioritising investment and intervention options at a network level is critical for ensuring safety and serviceability of infrastructure lifelines. Cross-asset management acknowledges the existence and disparate requirements of various stakeholders of the network and attempts to integrate the individual objectives to a reasonable and collective objective best suitable for the network. This paper considers the aspects of practical implementation of cross-asset management in relation to the structure of the organisation that is responsible for the decision making for the network. In this regard, both top-down and bottom-up approaches are considered and it is shown how these approaches may be accommodated within the cross-asset management framework in a practical fashion for possible implementation. The investigation has been guided by a detailed study obtained from the actual requirements of road infrastructure owners and managers of different countries in the European Union. The study is expected to be helpful for owners and managers of different road infrastructure networks.
