ABSTRACT

Japanese urban expressways such as Tokyo Metropolitan Expressway (TME) and Hanshin Expressway (HE) are aging. 30% of those expressways are about 40 years old. Thus, large-scale rehabilitation and repairing are discussed. Therefore maintenance of expressways is very important though its cost is going to be large. The relationship between age of infrastructure and maintenance cost is shown in this study.

TME has 26 routes in its business area. The age of each route and maintenance and rehabilitation costs from 2006 to 2011 are very correlated, which is after privatization in 2005. The aging routes require more cost. However, there is no correlation in HE data because HE operates maintenance construction intensively with closing routes for about 10 days. On the other hand, TME maintains partially. Suppose the maintenance and rehabilitation cost would increase linearly, its cost would be more than twice in 2050 for TME.
