1 INTRODUCTION
Dynamic grading of emergency materials refers to the process of determining the degree of demand urgency for various types of materials in accordance with the development of situation in the sudden event area and the conditions of emergency material supply after the categories and quantities of materials have been determined for a specific period of time. It is of great significance for managing the materials scientifically when the resources are limited, improving its effectiveness and efficiency, and lowering losses in life and property as much as possible.
