ABSTRACT
Third information flow means that all information originated from different application systems was entrusted to a separate platform that could manage and control these consolidated data (Qin 2010). Key point is taking separate application system as data file, third platform played a role of data base management. All heterogeneous data accesses are done through the third platform. The third platform as a database provides data service for all systems.
