ABSTRACT
The 3rd IT wave, featured by cloud computing and M2M, has turns ICT trends from pursuing higher computing power to deriving value from data minerals (WEISS 2007, Brantner et al. 2008, Buyya et al. 2008, Chen et al. 2009). The economic and scientific value of the data continually rises, makes it a new type of strategic resources equivalent to natural resources, human resources. Thus, big data has also become a hot topic for all the fields of industry and research. It utilizes and discerns the value of cloud computing and M2M, which will have a huge impact on federal service, enterprise management and individual lifestyle.
