ABSTRACT

Since 20th century eighty years, all the countries in the world attach great importance to scientific and technological innovation; the science and technology policy gradually evolved into the innovation policy. In 1992, OECD released the first version of Handbook of Technical Innovation, that is Oslo Handbook, which established a number of science and technology indicators database. In 1993, the Commission on Innovation Survey successfully applied this index set to investigate the innovation ability of EU member states, then the member states of the EU revised the handbooks many times, and formed the FRASCATI series of books.
