ABSTRACT

Energy and chemical industry is including petroleum and natural gas-exploitation, oil processing, coal mining and washing industry, heavy industry, is an-important part of our national economy[1]. In-recent years, the industry developed rapidly in the Scientific Outlook on Development guidance, to promote the sustainable economic development of great significance. At the same time, along with the demand for energy increases exponentially, energy and chemical industry is facing new challenges. At present, the level of intensive industry is low, is still in the development stage of raw materials, low resource utilization; and the energy and chemical industry development projects there blind gathers together the phenomenon, is not conducive to the mutual development between industry[2]. How to promote the industry and reasonable, efficient development, reduce investment risks and improve investment benefit is paid more and more attention. Therefore, rational evaluation of
