ABSTRACT
The model in many literatures about pollution tends to simplify all contaminated victims to a person (Halteman, 2005). This treatment is inappropriate in many cases, particularly when the victim is a large group of people. Considering the asymmetry between the polluters and victims, the total effect of different technologies for reducing pollution will be different to social welfare.
