ABSTRACT

ABSTRACT: Based on conditional generalized least variance method, six indexes are selected from basic index set to constitute the evaluate index system in this paper. The water resources Comprehensive utilization efficiencies of water resource in the Yellow River Basin and in several provincesare evaluated and the difference is analyzed by using entropy model. The results show that the water resources comprehensive utilization efficiency in Shanxi, Shandong and Henan is greater than that of the basin average and that in Gansu, Qinghai and Ningxia which have the worst efficiency and are far below the basin average. Other provinces are at the middle level and close to the basin average. The difference of water resources utilization efficiencies is analyzed based on the provincial economic development level, water reserves and industrial structure. The provinces whose economic development level is higher have better water resources utilization efficiencies. The provinces whose water reserves are richer have poor efficiencies, because they don’t pay attention to saving water. In order to use water resources legitimately and improve water resources utilization efficiency, industrial structure should be adjusted scientifically. The research of this paper provides reference for formulating rational water resources policy decisions.
