ABSTRACT

In Air Traffic Control it is recognised the human factors knowledge and techniques are not used to their full potential, and many air navigation service providers (ANSPs) have little or no human factors capability. In order to help rectify this, a human performance standard of excellence is proposed. This is a benchmarking system with thirteen scales that can each be rated 1-5, whereby organisations can see where they are in terms of their human factors capability maturity, and how they can improve. At the lower end of the scales, ANSPs can find ways to begin to address key HF issues relatively easily, whereas the upper ends of the scales are challenging even for organisations with an established human factors capability. Although the scales are in the context of air traffic, the overall framework and scale anchors may be of interest to other industries including aviation, rail, nuclear power, oil and gas, etc., since the issue of insufficient HF usage and uptake is an endemic and cross-industry issue.
