ABSTRACT
The sports funds of southern Jiangsu rural are charged with the District, township (town) finances. Since there is no specific amount and uniform standards, the maintain funds was allocated by district, county and township, it has a lot of discretion. The key performance indicator of local government is economic development, political stable, farmer’s sports activities are easy to be marginalized; it is hard to get the financial support. The constructions of rural sports culture often become the last priority. The development of sports culture is slow and stagnate. Sports culture in many towns is just a slogan, no positive actions.
