ABSTRACT
As Table 1 shows, when A is weakly important than B, the Weight ratio of A to B obtained by 1-9 scale is 0.75:0.25, which is a huge difference to people’s expectations. By contrast, index number scale is more reasonable. Hence, index number scale method is selected to construct judgment matrix in this paper.
