Power grid pollution flashover accident happens from time to time, and its scope expands unceasingly, has become one of the most serious problems, a threat to the safe operation of power system[1-3]. Under the condition of low humidity, even if the transmission line insulator in heavy volume the dirt status, its insulation performance can also with clean insulator insulation performance, only in damp or under the condition of rainfall, the surface of the insulator produces partial discharge, and develops into arc, finally forms the pollution flashover discharge, and brings serious security hidden danger to the electric power system[4-7].
