ABSTRACT

ABSTRACT: Risk criteria are quantitative evaluation norms. Acceptable risk criteria are significant links between risk assessment and risk management and are important decisionmaking tools. As one of the high-risk industries, every year there are heavy casualties and property losses in mining industry in China. Study on acceptable risk criteria is better for clearly understanding the risk state of mining industry and in favor of industry risk decisions. For the purpose of investigating the acceptable risk criteria of mining industry, based on some principles, AIR value method was used to obtain the individual acceptable risk criterion (10−3/a) which was compared with the other industry. Social acceptable risk criterion was proposed by FN curve with the unacceptable risk area, ALARP region and acceptable risk zone drawn. Based on Life Quality Index (LQI) method, the optimal safety investment for reducing mining industry risk to tolerate level was calculated. The results have both theoretical and practical significance to the formulation of acceptable risk criteria and risk management for mining industry during the Thirteen-Five in China.
