ABSTRACT
ABSTRACT: Urban risk reduction is very important in urban planning but rarely evaluated in real practice. This paper firstly establishes an urban fire risk assessment method by using Fire Spreading Value-at-Risk and Emergency Evacuation Value-at-Risk, then evaluates the fire risk of initial scheme of Shantou City Master Plan (2012-2030), and provides some improvement proposals on the master plan. Final improved scheme of the master plan has a great decrease in fire risk comparing to the current situation. The findings show that the risk assessment method can play an important role in improving urban planning.
