ABSTRACT
ABSTRACT: The urban emergency shelter system is of great significance for urban disaster prevention and mitigation, as well as for building safer cities. In general, the construction of the emergency shelters in China lags behind the economic and social development. Also, there are still some insufficiencies in the theoretical study of that, and the system is not yet clear, which made it hard to guide the construction of shelters. Therefore, this paper attempts to establish the framework of urban emergency shelter system from different aspects by reference to the progress of research and practice at home and abroad, including the hierarchy, scale, function, standard, type and supporting-service system of shelters. It then takes an empirical study in Guangzhou, which is also as a reference to the establishment of urban emergency shelter system in other cities.
