ABSTRACT

With the development of social economy the ability to resist natural disasters is increasingly strong, and casualties caused by natural disasters are gradually reducing, yet the economic losses caused are increasing (IPCC, 2007). In recent years, national and international focuses of disasters prevention and reduction have turned from directly disaster relief to disasters risk management. While enhancing disasters crisis management, people now pay more attention to reduce the impact of disaster events by disasters risk management. As United States government proposed the concept of “Disasters reduction begins with risk Evaluation”, Chinese Meteorological Administration also emphasized the role of disasters risk evaluation in disasters prevention and reduction in recent and future work. Risk evaluation of drought disasters is fundamental work and decision basis of disasters prevention and reduction actions.
