ABSTRACT

In an ideal world, the need for internal aairs investigators would not exist. In a Utopian government, the police would simply be a stable presence, adhering itself to the countless clichés, which adorn police cruisers globally: “to protect and serve”; “in partnership with the community”; “honor, respect loyalty”; and “courtesy, professionalism and respect.” ere are few certainties here on earth-death and taxes aside-one cultural phenomenon we can be assured of is that for as long as state and municipal governments empower law enforcement, there will be dishonest and corrupt police ocers among the rank and le who will use their enormous powers and authority granted by their badge to violate the very laws they swore an oath to protect and enforce.
