ABSTRACT
Open learning is a form of education without the barriers that allows learners to receive education at their convenience without the constraints of time, space and other objective conditions [1]. Open University of the UK, the earliest organization to oer open learning, has now nearly 300,000 registered students, about one fifth of whom come from areas outside Britain. Countries like Canada, South Africa and India have also followed suit. The Open University of China has now over 3 million active students, making the university No.1 in student number in the world.
