ABSTRACT
For the problem of emergence governance of the reservoirs’ water bloom, the decision-making method based on Vague set was proposed. The method implemented the summary of experts’ opinion, and the real-time data of water quality worked in the decision-making process. The decision-making system for the emergence governance of the water bloom was designed using the modularization line. The system was composed of PC client and mobile phone client based on Android, and the functions were included such as the monitoring of the water quality information, the dynamic update of the experts’ opinion, and the intelligent computing of the decision result. The system can promote the intelligent level of the management in the governance of the water bloom.
