ABSTRACT

The defining issue here is the lack of confidence in the market to deliver the additional spectrum which mobile operators feel is necessary to meet the growing demand for mobile data services. In  most countries, the additional spectrum is being found by the direct intervention of regulators and governments. This suggests that a large-scale reorganisation of spectrum usage can only be achieved by something akin to the traditional command-and-control mechanism. We explore this issue in Chapters 13 and 14.
