ABSTRACT

When Genachowski made that speech, he was arguably the most powerful spectrum policymaker on the planet. The speech came shortly after WRC-07, in which hundreds of megahertz (MHz) were identified or allocated for the mobile industry. In the Americas, this included the 698-862 MHz band, the 450-470 MHz band and the 2.3-2.4 GHz band. In the United States, the FCC had only just completed its ‘hundred-year auction’ of the 700 MHz band.
