ABSTRACT
Decisions about spectrum policy do not take place in isolation. They are made in the context of national political structures and institutional arrangements between states, these being principally exercised through the International Telecommunication Union (ITU). In this chapter we look at how these wider structures work and examine whether they are conducive to the introduction of spectrum liberalisation.
