1 INTRODUCTION

Rising production and transport of oil brings with it the risk of an increase in the probability of an oil spill, particularly on routes frequented by ships transporting crude oil and its products. Therefore, the question of the proper response to accidents of ships in the Baltic Sea is a priority for all Baltic countries. The specific hydrographic and physical conditions mean that the Baltic Sea is particularly sensitive to pollution water area. Any major oil spill could cause an ecological disaster.
