ABSTRACT

Police departments around the world are generally perceived to be corrupt. Even the Scandinavian police organizations are known to have deviant officers who misuse their authority for personal gain. This is not surprising. Given the immense power the police exercise and the limited supervision they face, police officers do give in to their temptations and indulge in corrupt practices. As commonly experienced, and as discussed in Chapter 1, there are a large number of ways in which corrupt police officers act for personal gain. From minor bribes and free coffee, which the Knapp Commission characterized as grass eaters, to becoming meat eaters who pass information to the mob and sell seized drugs, police deviance knows no limit (Armstrong 2012). Police departments around the world range from bad apples to rotten barrel and those affiliated from organized pervasive corruption.
