ABSTRACT

China has long been an agricultural and populous country, thus resulting in a large number of agricultural population. If China aims for transformational development, attention needs to be placed in the rural areas and agricultural development, and also in increasing the income of rural population. It is not only politically correct, but will also contribute to the sustainable development of national economy. Therefore, facing the “Three Issues of Agriculture” (agriculture, rural areas, and farmers problems), China needs to devote more effort in order to promote agricultural modernization. Under the influence of theRise of Central China Strategy starting in 2003, China’s central provinces and cities have also been greatly encouraged. As the most populous province among the six provincial administrative zones in central China and also in entire China, Henan province has large numbers of agricultural population, whose general income is not high. The first industry-agriculture in Henan province is an important pillar industry, but due to the large population base, the arable land per capita is very little, and the rural surplus labor force is large [1]. Therefore, the trend of development of rural population transfer in Henan province is of great referential and practical significance to China’s transfer of rural population.
