ABSTRACT
The training goal of higher vocational education is to cultivate high-level practical talents working on the first line of production and service. The central committee of the communist party of China under the state council decreed “The decision about deepening education reformation and comprehensively promotion of quality education” in 1999. It pointed out that as an important part of higher education, higher vocational education should cultivate a large number of professional talents with necessary theoretical knowledge and strong practical ability, working on the production, construction, management, service first line. The ministry of education proclaimed “Several opinions on comprehensively improving the quality of higher vocational education teaching” as 16th documents in 2006. It spelt out that higher vocational education should cultivate millions upon millions of high-qualified skilled talents for the socialist modernization construction, with service and employment oriented, and taking the university-industry combination road. And the talents can consequently serve for comprehensively building up a well-off and harmonious socialist society [1]. Twenty-eight policies and measures to speed up the development of modern vocational education were proposed in “The decision about accelerating the development of modern vocational education from the state council” of 6-part decreed in 2004; “Modern vocational education system construction plan (2014-2020)” of 6-part was issued by six departments, such as the ministry of
education, overall schemed system structure, major tasks, safeguard system and mechanism innovation.
