ABSTRACT
Policy Relevance Public policy initiatives affecting the industry provide some of the best examples of how government incentives foster innovations that have significant human and social value. These actions are also among the most thoroughly and systematically studied policies across their life cycle, from needs assessment to development, implementation, and impact analysis. Close examination by scholars and decision makers reveals the complex interplay between social welfare and the vicissitudes of economic, scientific, social, and political forces.
