ABSTRACT
Arts Council England (2013) champions, develops, and invests in artistic and cultural experiences that enrich people’s lives, supporting a range of activities across the arts, museums, and libraries. The Arts Councils strategic framework is underpinned by a determination to support the arts and cultural sector to pursue excellence in all it does, acknowledging that excellence is difficult to define and will always be the subject of debate but committed to working with the sector to agree to more rigorous definitions. The Arts Council is clear that excellence cannot be separated from the people who value it and that this relationship is relative, subtle, and complex.
