ABSTRACT

This chapter describes the development of Building Regulations in the UK, especially the gradual move from requirements for elements to requirements for whole buildings in the area of thermal performance. The development of thermal regulations in the UK has moved towards considerations of the 'whole building' thinking. Since the mid 1990's the UK government has, in an attempt to meet obligations under international treaties, increased thermal insulation requirements. The Building Regulations in the UK are aimed at, amongst other things, 'securing the health, safety, welfare and convenience of persons in and about buildings'. The focus on carbon reduction has certainly in the case of thermal upgrading led to situations where basic comfort and health are at risk. Traditional approaches to the functional requirements of buildings have developed and the treatment of requirements in isolation will cease to be fit for purpose.
