ABSTRACT

This chapter deals with behaviors and motivations of individual private forest owners (PFO), either as a PFO or as an individual in a community, in this transition from first to third sector. A key issue in the tertiarization process is that a number a forest services are not marketable or are difficult to market. The shift from goods to services is therefore major from the point of view of the producers of those services: public and private forest owners, as well as local communities who manage forest. Several contemporary factors may lead to a renewal of forest management arrangements. Climate change is certainly one of them as forests almost everywhere are affected, and managers have to consider how new or evolving local conditions of temperature and amount of rain modify the ecosystem. Internalization opens the idea of behavior persistence over a longer time period as well as policy acceptability and, in the long run, policy sustainability.
