For a long time, Premiere and After Effects, had both fully supported blending modes and layer styles. You may hear incorrectly as some people became confused because blending modes did not rebuild correctly when importing as a comp in After Effects or sequence in Premiere, but it did if a single layer or merged layers were imported.
