ABSTRACT
When in 1974 the responsibility for health centres was transferred from local to health authorities, it was anticipated that 80 per cent of GPs would be working from within them by 1980. The concept of primary health care teams gained acceptance but, as a result of changes in national policy, health authorities were subsequently discouraged from building more health centres, and by 1984, only 28 per cent of GPs were practising from them.
