Historical background 1 .03 Building control is not new, and records of building law go back to the pre-Christian era. The fi rst known are those found in the Mosaic Law of King Hammurabi of Persia c .2000 BC. Fire precautions which have always formed a major part of building codes were an accepted factor of Roman law and of English law from the twelfth century.
