ABSTRACT

This chapter discusses the incorporation of security measures into projects to help address the threats and risks. In the contemporary society, with an increasingly crowded urban environment, 'resilience' is the critical term: resilient not just against natural hazards but against all forms of criminality, terrorist attacks and the deadly threats. The level of security provision should be such that would be attackers - criminal, terrorist or simply anti-social - are dissuaded from targeting the completed scheme. Counter terrorism measures: physical measures taken to eliminate or limit the impact of a terrorist incident on buildings and their occupants and on infrastructure. Measures should be in place that are sufficient to slow an attacker down and to prevent an attack succeeding prior to a response being mounted by the security personnel or police. Security provision must provide building occupants and visitors with the confidence that they are properly protected without creating an oppressive feel and should also instil confidence in all stakeholders.
