ABSTRACT
This essay is an attempt to interpret and explain the Bush turn from 9/11 through to the attack on Iraq. It takes a distinctive view on three cardinal issues: how we understand the agency which initiated this turn; how we understand the problematique of this agency;1 and how we understand the goals of this agency in formulating and implementing the Bush turn.
