ABSTRACT

Singapore has invested more than $2 billion on integrating information technology into its national education programme. This investment forms a significant part of the nation state’s ambitious transformation to a knowledge-based, information and communication technology hub in the Asia-Pacific region, which began in 1992 with the Vision of an Intelligent Island: IT 2000 Report. In 2003, Singapore embarked on its second, five-year Master Plan for IT in Education (mp2), which is designed to sustain the momentum of integrating IT and develop key areas, including shifting the emphasis from teacher-centred education to a learner-centric model (MOE 2003a, b). To achieve this aim, Singapore universities have begun blending mobile technologies into e-learning infrastructures to improve interactivity and connectivity for the user.
