Transport policy has historically gone through periods of positive engagement by governments with active interventions by their civil servants followed by periods of almost benign neglect by the authorities. ² Heavy and active policy interventions when adopted have varied significantly in their nature and local nuances. There is thus little by way of a standard period of transport policy, nor anything like a standard approach.
