ABSTRACT

Historical trends involving technological development have led to an emerging strategic environment that undercuts the viability of traditional models of security - defense and deterrence. The potential for small numbers of people to inflict great damage and disruption is a dimension of conflict that must be considered alongside (and which interacts with) state and state proxy dimensions of conflict. A condition of multidimensional conflict requires a multi-approach response. The notion is offered of Integrated Security in which success lies in the interconnectedness between a continuum of security approaches: preventive offense, preemption, defense, deterrence, and recovery. The strategic goal of Integrated Security is to move conflict away from network and proxy dimensions, since the state dimension of conflict is easier to manage.
