The relationship between individual and state-the demands that the state can properly make on its citizens, or the legitimate expectations it may have of them, and vice versa-is clearly a central and continuing issue in political philosophy. To defend political obligation, or to justify political obedience, is just as demanding and appropriate a task as that of denying obligation or defending political disobedience: one cannot, least of all the sceptic, simply take for granted that ‘the state’ and its commands are legitimate.
