ABSTRACT
In discussing the agenda for social work in the 1990s Hugman (1991) argued that the
issues of sexism and racism can be seen as emergent, in that social work has yet to grasp fully their implications for organisation and professionalism. Whether or not a general council is created, social work is faced in the 1990s with the necessity of placing anti-racist and anti-sexist structures and practices higher on its agenda.
