ABSTRACT

In 1999 the Health and Safety at Work, Etc. Act [1] will be 25 years old. The system originally envisaged by Robens in his report on health and safety at work in 1972 [2], and largely implemented in 1975, has emerged from a quarter century of operation broadly unscathed. The intervening years have, however, shaped and refined the system to meet the requirements of current work practices and safety and health concerns.
